Brazil Steel Import Quotas Reach 71% Utilization as Pressure Mounts on Domestic Industry

Brazil’s steel import quotas have reached 71% utilization as of December 17, up from 54% recorded on November 19, according to data from the country’s foreign trade authority Siscomex.

The quotas, totaling 445,469 metric tons, were approved on October 24 and remain valid until February 23, 2026. The overall quota volume matches that of the previous allocation.

Utilization varies by product category, with Galvalume (88%) and zinc-coated steel (76%) showing the highest uptake, while hot-rolled coil (24%) and plates in coils (12%) remain comparatively low. Cold-rolled coil utilization rose sharply to 68%, up from 44% a month earlier.

Imports exceeding the quota limits are subject to a 25% import tax, which local media reports could be raised to 50%. Brazilian steelmakers argue the current measures remain insufficient, citing continued dumped imports—particularly from China, some of which reportedly enter via Manaus’s tax-free zone.
