Turkey Imposes Anti-Dumping Duty on Chinese Cold-Rolled Stainless Steel Imports

Turkey has officially imposed an antidumping duty of 3.95% on cold-rolled stainless flat steel imports from China, following the conclusion of an investigation conducted by the Ministry of Trade’s Import Directorate General.

The investigation covered the period from January 1, 2021 to December 31, 2023 and was initiated after an application by POSCO Assan TST Çelik, supported by Trinox Metal. The final ruling was published in the Official Gazette and has entered into force.

Authorities found that Chinese imports exerted price pressure on the domestic market, negatively affecting sales performance and profitability. Imports from Indonesia, however, were deemed below the de minimis threshold, leading to the termination of the case against Indonesian suppliers.

Chinese cold-rolled stainless steel imports totaled 126,201 mt in 2021, 214,122 mt in 2022, and 166,778 mt in 2023, with market share peaking at 57.1% in 2022. The affected products fall under multiple Customs Tariff Statistics Position codes, primarily within headings 7219 and 7220.
